0.3 More Clarifications and Bug-Fixes

Added a few minor changes to the basic rules, the biggest is that I've just removed the possibility of negative modifiers, as they only came up once (for HP) and it wasn't much fun.

I am planning on releasing the Meridia adventuring region as a separate file (maybe even a series of short zines).
